China tends to restrict import and promote export in foreign trade for over years. With the development of our foreign trade, each state puts more and more attention to the trade balance, environment protection, human health and creature health. China’s imbalanced trade development and extensive foreign trade pattern brought lots of trade frictions, and subject to the constraints of resources and technological level, China could hardly use foreign resources to meet the domestic needs at the same time. The existing foreign trade policy is increasingly unable to meet the needs of China’s foreign trade, and it needs to change. China realizes that import is as equally important as export, so it increasing emphasis on the role of import. The same is true in agricultural trade.After joining the WTO, China’s agricultural trade developed rapidly and its import expanded, the agricultural import policy also experienced a transformation. At present, China has initially established the management system of agricultural imports under the WTO rules, and the management of China’s agricultural imports has some effectiveness. However, compared with the better management of some countries, there is still large improvement room for China’s agricultural imports management. In international, the WTO agricultural trade rules constraints China’s agricultural imports on one hand but offer policy space for the management improvement. Domestically, China’s agricultural imports management needs to achieve the goal of "safety and development", in order to realize the requirements of the agricultural development planning. Based on these two considerations, this paper analyzes some problems in China’s agricultural imports management, and finds the ways to improve it under the WTO rules and "safety and development" requirement.This paper was divided into six parts, the basic structure of each part are as follows. The first part introduced the background and significance of this study, the basic theory, related literature review and comment, the main ideas and methods of research and the innovation and shortcomings of this paper.The second part described the international and national environment of China’s agricultural imports management. It highlighted the impact of the WTO agricultural trade rules and the impact of trade protection on the management of China’s agricultural imports in the international environment, focused on the "safety and development" goal for China’s agricultural imports management to achieve in the domestic environment.The third part was devoted to the situation of China’s agricultural imports management. It first introduced China’s existing management measures of agricultural imports, including tariffs, tariff quotas, and non-tariff measures, and then it analyzed mainly the effect of the implementation of tariffs and tariff quotas.The fourth part analyzed the problems of China’s agricultural imports management such as the problems in tariff structure, TBT, SPS, import risk control, etc, and as well as the impact of these problems on China’s agricultural imports management.The fifth part first proposed the improvement rules of the China’s agricultural imports management, and then pointed out the improvement direction according to the above rules.The last part was a summary of this paper, as well as further research directions.This paper has some practical significance for China to response to agricultural trade protection phenomenon, plays a positive role in promoting China’s agricultural trade and agricultural development, and also provides China some recommendations in the international negotiations. However, due to time constrains, the literature of the author is limited, and the collation of the literature may be of some missing. Because of the limitation of the author’s knowledge, there are some inadequacies in the depth of the study.
