Performance evaluation of decentralized, Decision-making mechanism and Compensation system are considered the three pillars of the modern control system. The formulation of enterprise performance evaluation system is a key link in the modern enterprise control systems.In the era of knowledge-based economy increased competitively, the launch of the GEM has attracted more and more attention, How to treat these emerging industries, and combine the performance evaluation with development strategies of these enterprises, has become the subject of modern enterprises urgently need to think. As to build the growing enterprise performance evaluation indicators, China has many scholars expressed their views. They generally are based on the basis of the corporate life cycle theory. Cai Xinzhang (2007) based on the Life cycle theory, using Balanced Scorecard to establish a performance evaluation system in line with firm-specific life cycle. Yin Ying (2011) based on the companies listed on GEM Object to study, combined the absolute and relative indicators of the use of cluster analysis method to evaluate the growth of such enterprises, and compared China’s GEM better growth business with the U.S. market, the GEM listed companies in China to be further measures to improve their competitiveness to promote enterprise development.On the growing enterprise performance evaluation index system, Different performance evaluation system has its own characteristics, but the existing research on the development of the life cycle of the GEM companies were evaluated, and have not been combined with the corporate performance evaluation to evaluate the growing corporate performance status. By digesting and absorbing corporate performance evaluation and corporate life cycle research result of the related companies home and abroad and from the strategic point of view, the paper study on how to build enterprise growing GEM performance evaluation index system, by combining with the required theoretical knowledge, qualitative analysis and quantitative method of calculation, and adopting the method of performance evaluation of multi-angle growing business.In this article on the basis of analysis of the gem industry features, reasonable definition of enterprise life cycle on gem, and then standing on the height of the strategic management, taking into account the limitations of general business performance evaluation system, then from its own characteristics which run through contingency thinking to establish the evaluation index system to reflect the growth in enterprise value.To further explore the GEM how to evaluate the ability of sustainable growth, and countermeasures to be taken to achieve sustainable growth in the different life cycle, this paper proposes the GEM companies to achieve sustainable growth, we must first have the power of continuous innovation in order to further explore mechanism to build a strategic model to reveal the structure of corporate sustainable growth ability, and clarify the GEM sustainable growth of enterprises, the key is the constant breakthroughs in business growth ceiling.The object of this paper is the GEM listed companies, discussing and conceiving on the establishment of the growth stage of the GEM enterprise performance evaluation system on the basis of the experience of previous. The full text is divided into five parts, including:The first chapter is an introduction to the first describes the background and significance of papers, and then explain the framework for research, research, research methods and expected contributions.Part two is a review of the literature and theory. The articles analyzed the different life cycle stages characteristics, especially on the basis of the enterprise growing characteristics, studied on how the combination of catastrophe progression method and fuzzy comprehensive evaluation applied to business performance evaluation of the problem.The fifth part is the characteristics of the performance evaluation index system built in front, the main differences from the general business are strategic and innovative.Based on the above research, the paper presents a GEM at the growth stage of the technological innovation strategy, capital allocation strategy, management, optimization strategies and marketing strategy, and further defined the corresponding countermeasures and suggestions. Through research, focus of the growing corporate financial strategy is to improve the operational efficiency of capital. In this paper the use of the contingency concept conducted in-depth.
