In 21^st century, the world economy develops at very fast speed. At the background of economy integration and the information age, a large number of high-tech enterprises show up and grow ceaselessly. This is of great significance to every country's economy development and comprehensive national strength. In a large extent, the strength of comprehensive national power of a country is determined by the competitiveness of this country's high-tech enterprises.With China's accession to WTO, the international venture capital is swarming into the domestic market; China's high-tech enterprises are facing greater challenges and opportunities. The ability of operation, management and technological innovation in high-tech enterprises will determine the future development of China's high-tech enterprises, but will also determine the status of China in the world economic arena. So high-tech enterprises' growth and performance evaluation becomes one of the focuses in enterprise field and academia. Traditional enterprise performance evaluation system is being challenged not be able to accurately evaluate the operating performance of high-tech enterprises, non-financial indicators have become increasingly important, and the enterprises put more emphasis on innovation, learning and knowledge capital and other intangible assets appraisal. But now there is no such performance evaluation system special for growing high-tech enterprise. How to set up a performance evaluation system that can accurately assess the performance and identify operational risk of high-tech enterprises becomes very urgent and necessary. This is also just the significance of this thesis topic.Starting with the basic concepts and factors of enterprise's performance evaluation, at the light of the study results and practical results in and abroad, and under the guidance of the three relevant theories-the objection management theory, the life-cycle theory and the motivational theory, this paper creates the life-cycle model of a high-tech enterprises, analyses the characteristics of a growing high-tech enterprises and the demands to the enterprise performance evaluation, and improves the traditional BSC model to be applicable in growing high-tech enterprise. In this basis, the paper initially builds up the growing high-tech enterprise's performance evaluation system, which combined the financial index and non-financial index and pay attention to the measure and evaluation of intellect asset.This paper basically has five parts.
