As the aging population problem became outstanding gradually, the guarantee system for providing the aged plays an important role in the constituent of Countries system. In the aspect of international development, due to the increasing duty on the government, more countries can not bear the heavy pressure of population aging problem. Every country is trying to build an ideal system to coordinate the economic growth and providing for the aged, and the focus is on the establishment and revolution of social old-age guarantee system. Most countries apply the system composed of three parts, namely national endowment insurance, annuity and personal endowment insurance. It provides a mode affected by nation, enterprise and individual, not only support by the country. The nation guarantees subsistence allowances to ensure the minimum living costs for the aged to achieve social equity. The enterprise provides supplement by benefits system to assume partial social responsibility. At the mean time, the individual should be aware of self old-age guarantee. The individual uses personal deposit and personal endowment insurance to share the responsibility. Especially for the enterprise annuity system, it has already been an essential way to guarantee the comfort life for the aged and significant part of employees old-age guarantee.According to the result of6th national population census on1st November,2010, the population aged over60occupies13.26%and among them there are8.87%population aged over65. Usually we conduct the international standard of aging society when the population aged over60occupies over10%of the whole or population aged over65occupies over7%.So now our country has already been an aging society. As the rapid development of economy, science and medical treatment improvement, the birth rate decreases continually. Meanwhile, when the average life becomes longer, the "grey wave" is influencing the aging society negatively in every aspects in the ordinary life. The heavy pressure of aging population is testing the ability of the government to plan the old-age guarantee system. Nowadays in our country, the basic national endowment insurance is not sufficient and the guarantee is quite limited. In the recent years, our country encourages enterprises to establish annuity system in order to solve the incoming problem of retirement and enhance the living standard of retired employees. The enterprise annuity system allows the employee and the enterprise to take the responsibility together. At the same time, it is an encouraging plan to raise employee welfare. Most employees can share the benefit, so it is great for improving loyalty to the enterprises. It is called the "golden handcuffs" of welfare because of the role in ensuring long-term steady development of the enterprise. To establish a proper enterprise annuity system is quite essential for the complement of our national old-age guarantee system.The essay is divided into5chapters, starting from the basic concept of enterprise annuity and introducing the requirement of annuity establishment, then focusing on the entrusted mode planning of annuity. As most enterprises in our country apply entrusted mode for annuity, it determines the core position of enterprise annuity trustee and a sound entrusted managing mode is the basic element to ensure the application of enterprise annuity. Trustee is the focus of this essay and in the content it discusses the features of different entrusted managing mode. Then it raises a guidance for the enterprises to choose the legal person as the trustee and advice for improving the corresponding system.The specific content and points are:1st Chapter:Overview of enterprise annuity. In this chapter, the basic concept of annuity is defined and the rules of annuity establishment are described. The feature of annuity is pointed out in eight aspects.2nd Chapter:Analysis of entrusted mode of annuity management. It can be divided into two modes of entrusted annuity management. This chapter figures out the difference and features of the two modes.3rd Chapter:The status and problem of the entrusted management of annuity in local enterprise in China. By analysis of status of annuity entrusted management, it stated that the entrusted mode is not that popular in our country and the legal system is not complete enough and there are few problems in current managing mode.4th Chapter:The revelation of entrusted management mode of annuity in developed countries. Through introduction and analysis of the annuity entrusted mode in different countries and district, it summarizes the successful experience and raises the revelation to our enterprise annuity management.5th Chapter:The selection of enterprise annuity management mode and corresponding advices. This part is mainly discussing the benefits of legal person as the trustee in the annuity entrusted management system and provides advices for accomplishing enterprise annuity system.As we are experiencing the starting period of enterprise annuity development, there are many problems and limitations to build a proper and adequate annuity system for ensuring the aged people’s life. Most enterprises have no ideas or they applied annuity management modes in an improper and outdated way. After introduction and analysis of the successful experiences in developed countries, the essay provides our local enterprises with practical advice and useful guidance to build up a proper enterprise annuity system.
