With the progress of science and technology, our society have entered into a moredeveloped information society stage, and the application of computer technology hasspread to nearly all industries. Software industry as the core of information technologies, itrepresents the knowledge, the innovation of technology and management, which hasbecome one of the most important factors of enterprise’s success, even to the wholecountry. It is linked to the level of a country’s informatization, the development ofeconomics, industrial structure and one country’s safe, and so on. The level of enterpriseinformatization is one key to the entire national economy and the success of theinformation construction. However, the development of enterprise software project has notbeen very optimistic; the rate of successful projects is very low. There are many reasons,such as wrong investment decision-making, the project didn’t follow the customer’s need,but the main reason for this, is that during the program of software project, the productdidn’t achieve the desired objective of users. With the tendency of complicated softwaresystem and more extensive application field, the reliability of software projects in the fieldof information technology today a hot issue.This paper first introduces the credibility of the software process research background,content and meaning; then divide the whole software project into two parts: the credibilityof the process of project and the credibility of product. Assessment of the credibility ofsoftware process from different perspectives, such as quality, cost and time. Finally,based on T-S fuzzy neural network model is established, and the method of evaluation ofstructural reliability evaluation system software process. The result shows that through thestudy of factors affecting the software process can be quantified.In a word, this article firstly introduces the assessment of the credibility of softwareprocess, and then adds the assessment of the credibility of products; finally establish thecomprehensive system of assessment of the credibility of software projects. This candecrease the rate of failed projects from the source of software design. This model canprovide suggestions for the users and software designers, which is very meaningful to theconstruction of national information.
