| The development of short-term export credit insurance in China began in1988, and embarked on the road of specialized management when China Export&Credit Insurance Corporation was established in2001, which is a state-owned enterprise and operates exclusive monopoly policy-based export credit insurance business in China. After more than ten years of development, the drawbacks of such a complete monopoly policy-based business model are starting to show, while the market-oriented operation has many advantages, the study on market-oriented operation of short-term export credit insurance has become inevitable.This thesis consists of six sections. The first section leads to the research background, research significance, and domestic and foreign research status. The second section starts from the definition of short-term export credit insurance and the concept of market-oriented operation, and then discriminates the properties of the export credit insurance, pointing out that the nature of short-term export credit insurance is commercial insurance. The third and fourth sections focus on the necessity and feasibility of market-oriented operation of short-term export credit insurance in China. The necessity section begins with the analysis of operating and financial data of China Export&Credit Insurance Corporation over the past decade, which leads to the problems exist in the development of short-term export credit insurance in China and analyses the reasons, and also pointed out the drawbacks of such exclusive monopoly business model, the advantages of market-oriented operation are discussed at the meanwhile. The feasibility section starts with two conclusions from the analysis of the actual operating environment of the development of China’s export credit insurance, one of which is that the prerequisites to support short-term export credit insurance must be the policy-based business has not established any more, the other is that current market environment in China has met the special requirements for the market-oriented operation of short-term export credit insurance, based on above two conclusions, the profitability of market-oriented operation is discussed. The fifth section studies the business model of export credit insurance in foreign countries, focusing on analyzing the operating characteristics of market-oriented business model in France, Britain and Japan, which are the three typical examples who run market-oriented business model successfully, from the three angles of government role, scope of business and legal support, and summed up the experiences and revelations which are referential significant to the market-oriented operation of China’s short-term export credit insurance. The last section conceives the business model and steps of market-oriented operation of short-term export credit insurance in China based on the condition of China, and locates the positions of government and market players in the process of market operation, while other institutional suggestions are proposed in order to guarantee that the market-oriented operation reforms goes healthy and orderly. |
