In recent years, with the national energy saving and sustainable development beingproposed on national programmatic documents such as Five-Years Plan, as well asnumbers of environmental events receiving more publicity and attention, the public isincreasingly rising a voice for imposing environmental taxes. Founding the country fordecades, the construction of the taxation system has been continuously improved alongwith the country development progress, many of which related to environmental protectiontaxes. However, their respective scattered so far have made it impossible to have anindependent environmental taxation system. Based on the thorough study ofenvironmental-protection-taxes in the China’s existing taxation system, as well as theadvanced practical experience of developed countries in the related field, this article offersa proposal of how to control environmental pollution and improve ecological environmentby building and completing the environmental taxation. The article contains six parts:introduction, body, conclusion, references, appendix, and postscript.Moreover, by analyzing domestic economic policies and world practical experienceof environmental improvement, this article comes to a conclusion that it can not relyentirely on the spontaneous adjustment of the market mechanism to prevent environmentalpollution, the environmental taxation construction, which is an important method ofgovernment intervention, has also play an irreplaceable role. This article gives advices ofdesigning and improving China’s environmental taxation system, as well as a series ofcomplementary measures including official inspection mechanism, related laws andregulations construction, financial subsidies, publicity and education. When the taxationsystem and complementary measures make a combined effort, they can create a joint effectamong market adjustment, government intervention, taxation and other measures, makingeach one play its comparative advantages, in order to solve environmental problems moreeffectively, and promote sustainable development of Chinese economy.
