Study On Construted Multi-Compensation Mechanism Of China’s Major Agriculture Natural Disasters

As a large agricultural country, China is one of the countries who suffer hardestdisasters.Especially, various natural disasters occur frequently in recent years. Thesedisasters have brought large impact to life and property of people and Socio-economicsustainable development. The current compensation mechanism of the majoragricultural disaster in our country is imperfect. There are many problems in it.so itis one of the important subjects for our country to be solved that through effectiveinstitutional arrangements and policy options to build a major natural disasters of thenew agricultural compensation mechanism.This article researched China’s agricultural disaster compensation mechanismFrom the perspective of institutional innovation. The author in the extensive researchon the basis of relevant literature, analysis of the research background andsignificance, Home and Abroad, then introduced the theoretical basis of the disasterloss compensation; through the comparative analysis of the performance of China’sdisaster compensation mechanism, found the problems of it and analyzed the reasons,then proposed a new multi-disaster compensation mechanism framework and thecompensation of all levels, and Exploration the rational combination of China’s maindisaster compensation. Finally on the previous analysis of the new mechanism,proposed some sound policy proposals.The importance and urgency of the disaster compensation is pointed out bycomparing the austere disaster situation and great disaster loss of both home andabroad. Then the paper compares and analyzes the strengths and weaknesses of thethree active agriculture disaster compensation mechanism. According to the historydata, we can conclude that: first of all, the current disaster compensationmechanism has got a low level compensation; second, the efficiency of thecompensation is low; third, overall compensation effect is not obvious; and forth,most of the disaster loss is still undertaken by disaster victims. The new model ofthe agriculture disaster compensation mechanism is brought by the paper base on theprevious analysis. This mechanism is formed by four subjects and divided into fivelevels. Then the paper defines the four subjects: the government should take the charge of the emergency rescue; the insurance should be developed energetically topush forward the policy-based agriculture insurance and the commercial insurance tobe the main part of the new compensation; the disaster relief mechanism of publicdonation should be valued and coordinated powerfully, we can exert itssupplemental security role; in the same time, we should guide and encourage thedisaster victims to take disaster self-compensation and prevention, thus, the senseof disaster risk management and insurance can be promoted.
