In order to meet the diversified and multi-level ruralfinancial service needs, solve rural financial and economic development of village andtown banks derailment, as new rural financial institutions such as bamboo shoots after aspring rain core main body, is like the emerge in large numbers. Although rural bank inour country produced shortly and its scale is not large, but for economic and socialdevelopment it is very important meaning, it is the breach of Solving rural financialpredicament and small enterprises financing difficulties, important measure ofadvancing urban and rural to develop overally and deepening rural reform, effectiveways of activating the rural financial market and improving the rural financial systemand enhancing the level of rural financial service. Therefore, research on presentdevelopment situation of rural bank, predicament and its solution of the countermeasureof predicament, to promote rural bank in our country to achieve sustainabledevelopment, has important theory significance and practical value.Based on the theory of financial development and financial innovation theory asthe guidance, in reference on the basis of existing research results, by combiningnormative analysis with positive analysis, linking literature analysis and field surveyand other research methods, on development present situation of rural bank in ourcountry, predicament, system reconstruction and development countermeasureundertook a comprehensive system of research. First of all, elaborated the significanceof development of rural bank in our country, studied on the current situation of ruralbank, and summarized the characteristics of the development of rural bank. Secondly,analyzed the predicament in the development of rural bank, and analyzed the reason ofdilemma from multi perspective of the financial system, rural financial ecology, rural bank itself, regulators and government agencies. Once again, from the regulatoryauthorities, rural bank itself and government agencies to begin, undertook systemreconstruction to cast off predicament of rural bank in our country. Finally, from theunique urban and rural reform pilot area of Chongqing’s situation to begin, put forwardto promote its Development rural bank with operable policy suggestions.In this article, from the previous research results, based on the reality of Chongqing,mainly explored innovatively from the two aspects: one is the theoretical study of thenature of the problem of China rural bank facing the development, and putting forwardthe theoretical measures. The two is combining with the present situation of Chongqing,boldly putting forward several suggestions of rural bank of Chongqing reform anddevelopment. The thesis also has many deficiencies, because rural bank producedshortly, theoretical research is not deep enough, successful practice mode is not much,also need to constantly explore and improve many problems both in theory and inpractice in the next reform and development process of rural bank, and it will alsobecome the focus of my study.
