High-tech enterprises are of significance for promoting the economic development ofone country or region, particularly under the circumstance of globalization, the issuesrelated with increasing the innovation capabilities of high-tech enterprises have attractedattentions of every country all over the world. The innovative development for high-techenterprises will be affected by external industrial environment as well as internalinnovation efforts. Accordingly, probing into the influencing effects of external industrialcharacteristics and internal innovation resources inputs on the innovation capabilities ofthe high-tech enterprises will not only help the high-tech enterprises deepen theirinnovation process, but also generate the positive effects on establishing the innovativecountry.Firstly, the present development situation and existent problems of the Chinesehigh-tech enterprises are briefly analyzed. Secondly, the external characteristics of thehigh-tech enterprises from the different industries are analyzed, and the influencing effectsof external industrial characteristics on the innovation capabilities of high-tech enterprisesare studied quantitatively, using the grey system theory. Then the pesent situation forinnovation resources inputs, including R&D input and non-R&D input of high-techenterprises from the different industries is investigated, and the influencing effects ofinnovation resources inputs on the innovation capabilities of the high-tech enterprises areempirically studied through establishing the econometric model. From the perspective ofexternal industrial environment, research results show that some industrial characteristics,such as the dense degree of R&D, the dense degree of technology, the degree of open, andthe ratio of scale for foreign enterprises to that for total enterprises in an high-tech industryhave stronger effects on innovation capabilities of Chinese high-tech enterprises, whileother industrial characteristics, including the ratio of scale for state-owned enterprises tothat from all enterprises, the concentration degree of market, and adaptation&assimilation capability of indigenous enterprises in an high-tech industry have weakereffects on innovation capabilities of Chinese high-tech enterprises. Simultaneously, fromthe perspective of internal innovation resources inputs, research results reveal that R&D inputs are an important channel for increasing the innovation capabilities of high-techenterprises, and non-R&D inputs are significant complementary. At last, the industrialcharacteristics of Manufacture of Electronic Equipment and Communication Equipmentand the internal innovative efforts of ZTE Corporation for increasing its innovationcapabilities are analyzed, aiming to validate the empirical conclusions. Simultaneity, therelevant countermeasures are put forward in order to further increase innovationcapabilities of ZTE Corporation.
