Based on the developmental facets of High-Tech industry in China, combined with the related researehes native and abroad,and using the logarithmic types of Cobb-Douglas production function model, by choosing between 1997-2006 high-tech industry in China's 15 sub-industry panel data, and factors influencing the indicators,we do empirical analysis on the factors affecting innovation performance, and study the relationships between the different sources of inputs and other factors.then we do comparative analysis on the resources of inputs in different regions and study the different contributions on innovation performance in different regions. We views:Firstly, for the High-tech industry in our country, R&D capital has much higher contributions on the technical innovations than R&D personnel has, and sum of the output elasticity of two input factors are greater than 1, showing a characteristic of economies of scale.Secondly, in the souces of R&D inputs, Government funds have significant negative effects on the innovation performance. Enterprise funds, loans from financial institutions, have significant positive effects on the innovation performance. In the other factors, state-owned has significant negative effects on the innovation performance ,firm size and firm profitability has significant positive effects on the innovation performance .Enterprise scale has significant positive interaction with the variable which describes the Government funding sources in the possession of the proportion of input, market system has no significant interaction with the variable which describes the Government funding sources in the possession of the proportion of input, State-owned property rights has significant positive interaction with the variable which describes the Government funding sources in the possession of the proportion of input, enterprise performance has significant negtive interaction with with the variable which describes the Government funding sources in the possession of the proportion of input.Thirdly, Government funds has significant positive interaction with the patent applications of the western region ,the rate of contribution is 7.392. Enterprise funds has significant positive effects with the patent applications of eastern, central and western regions,the rate of contribution is separately 9.931,6.843 and 5.974. loans from financial institutions has significant negative interaction with patent applications of eastern region, the rate of contribution is 18.378. Based of these conclusions, this article researches the effects of different factors on the innovation performance of High-tech Industry and analyze the causes,put forward corresponding policy recommendations in order to promote High-tech Industries to enhance the innovation performance.
