Whether Urban transportation policies is scientific and reasonable, directly related to therational allocation of resources of city traffic,the healthy development of city traffic andpublic interests, The public is the direct stakeholders of the Urban transportation policies andobject implementation of traffic policy, Respecting and reflect the wishes and interests of thepublic fully in the traffic policy-making process is the essential requirements of the Urbantransportation policies-making.The development of public participation of the Urban transportation policies-makingbegan in the middle of last century, now has become the statutory procedures of the Urbantransportation policies-making in the United States and British,and has accumulated richexperience and achieved good results in the theoretical study and practical exploration, Withthe rapid development of China’s traffic industry in recent years, the quality of Urbantransportation policies also greatly improved, comparing to the developing of the trafficindustry, public-participation of Urban transportation policies-making has been relativelyslow,it still stay in the level of theoretical study and form participation, The speed did notmatch the development of transportation in China,This severely hampered the improvementof quality of the Urban transportation policies and urban transport development. thus,it is acurrent urgent problems that we must resolve which how to explore a realistic road for publicparticipation, promote deep and full public-participation effectively, ensure that science anddemocracy of Urban transportation policies, In this paper, we choose public-participation ofthe Urban transportation policies-making as research subjects, and this idea have a greatpractical significance meaning, such as improving public-participation, promoting democraticlegislation, improving the way that government work.This paper researched theoretical basis of public participation and relevant concepts onthe basis of domestic and foreign literature, summarized and analyzed the development andresults of public participation in China, summarized the practical problems from theperspectives such as legal system, participation in depth, participation mechanisms,organizational level and so on, overview the situation of public participation of the Urbantransportation policies formulation such as Britain and the United States, and summed up theexperience and enlightenment, this paper also introduced two typical cases of publicparticipation to prove previous studies, Finally, This article designed a public participation process for public participation of Urban transportation policies in China on the basis ofearlier studies, and made their recommendations to other issues such as OrganizationConstruction and Participatory approach, With a view to providing recommendations forpublic participation of Urban transportation policies for China.
