Study On Public Participation In Government Transportation Management Issues

With the deepening of China’s economic and political reform, the democracyand law awareness have gradually enhanced.Public participation that is an important way of joining politics, is changing to practical level from theoretical research. Public participation is an important way of social management innovation and building "four in one" social management mode. Efficient transportation management is also inseparable from the joint of all social groups and public participation. The transportation industry is an important guarantee for the social and economic development and people’s living standards improvement. Transportation in China is still in the the construction stage, an then gradually changing to moderntransportation stage. The transportation further development need to speed up theupgrading of the quality of transportation services, to promote the scientific development of the industry. Facing the dual pressures of the growth of the transportation services "quantity" and "quality", need to give full play to the public to participate in the management aspects of the enthusiasm to wipe out the institutional obstacles.In this paper,we found some problems about public participation in transportationmanagement.For example: transportation administrative functions of the service-typetransition, the weak awareness of public participation, lack of motivation, imperfect ofsocial management mechanism. To ensure public participation in the innovation ofsocial management, we must accelerate the pace of building a service-orientedgovernment, and actively cultivate the awareness of the public participation, andimprove public participation mechanism in the innovation of social management.Analysis the lack of existing transportation management, proposed a combinationof bottom-up and top-down planning mode of transportation decision-making, trying tofully consider the public demands base on ensure that the administrative efficiency, and expanding public participation areas, to improve the level of government services.Aim to the transportation regulation absence, offside, dislocation and other issues, propose the consolidated supervision mode, trying to break the current limitations of a single regulatory model, in order to protect the public interest.Based on the public services theory and the perspective of “people-oriented”,consider interests of government and the public,establish the transportation transport performance evaluation indicators system of public participation.In this paper,we have determine the index weight using the analytic hierarchy. And we haveproposed transportation administration performance appraisal of new ideas from the point of view of the service-oriented government building.
