With the development of economy and society, public participation platform has become a new mode for individuals to participate in urban governance. This kind of mode is both a realistic requirement and a requirement of urban governance. Nevertheless, public participation mode is not omnipotent. The extent of its effectiveness is not high. In the process of project reformation of the East Hao River in Guang Zhou, the government though introduced public participation platform, issues like functionless public participation platform, narrow discussion space, and inactive public still exist. This research, therefore, aims to explore the behind reasons of public participation platform’s failure to play its role from perspectives of organization, staffing etc., that is, from perspectives of inverted platform setup, irrational staffing, and governments’ cognition deficiency. The methodology of this study is depth interview, which is used to collect data and the interviewees are the staff of the platform in this project. The realistic significance of this study is to provide theoretical support for the improvement of the present public participation mode. Theoretically, the discussion of the reasons of ineffective public participation and the factors affecting public’s inactiveness is a reflection on and a complement of the shortcomings of the existing public participation theories.
