With the rapid development of the global real estate industry, the research of residential buildingsvaluation is to occupy an increasingly important role on the international stage. The vigorous developmentof China’s residential buildings market has become the focus of the disciplines. Only to learn from theexperience and the lessons of foreign real estate development, and to research the latest hot spot anddevelopment trends of investment, mortgage and valuation in the domestic residential buildings market tobe able to safeguard the healthy development of China real estate.At this stage, the domestic residential buildings research on the generalized old grade is still in theexploratory stage, resulting in a lot of real estate disputes. This situation affected the sustained, healthy andstable development of China’s residential buildings market.The research on generalized old grade has beencaused by domestic scholars’ attache great importance. How generalized old grade evaluation factors,stakeholders, residents’ satisfaction, as well as national advocacy of low-carbon energy policy will beapplied to the evaluation system of residential buildings’ generalized old grade and valuation is a majorproblems for residential buildings valuation, investment and development, mortgage-facing.This paper established an evaluation index system of generalized old grade of residential buildingvaluation through combining theoretical studies and model start from a residential building into a newtheoretical knowledge. This article verified by an instance of a reliable and scientific evaluation system andfurther the system used in the valuation of residential building. The valuation system not only can beapplied to the research of generalized old grade and the valuation of a region a separate building, and it canalso be assessed some buildings in a region as a whole generalized old grade situation.In Xi’an residential valuation, Valuers know vaguer about generalized old grade evaluation ofresidential buildings and research methods are very single, resulting in a lot of real estate disputes in thevaluation and renovation of residential buildings. This condition affects social stability and is not conduciveto long-term development of real estate in Xi’an. On the one hand, the research of this subject improves theaccuracy of the assessor into a new evaluation of the residential construction. On the other hand, it providesa theoretical basis and the model support for the valuation of residential building, investment anddevelopment, mortgage, and the transformation of villages. This can make assessment results moreauthoritative, so that it can meet the requirements of reasonableness and accuracy of investment anddevelopment of this stage the residential construction market and the vast majority of residents of the residential construction valuation.Through the use of ISM method, filtering established residential building generalized old grade indexsystem, determining the weight of individual indicators, and use of the fuzzy comprehensive evaluationmethod, fuzzing comprehensive evaluation of the residential building generalized old grade. This papersuccessful builds and filter the residential construction generalized old grade of comprehensive evaluationindex system, and verify rationality and adaptation of them. Meanwhile, this paper evaluates generalizedold grade of a residential building in Xi’an and provides the policies and proposals of the residentialconstruction valuation on the basis of policies and practices in residential construction at home and abroad.This has significant research value and practical significance for the promotion of the healthy developmentof real estate in Xi’an.
