At present, with the rapid development of the international situation, Shaanxiprovince must rely on technology advances if it wants to take one place in thecompetition. As a high-tech industry, electronic and communications equipmentmanufacturing plays an important and irreplaceable role in the national economy.Because of the special nature, it is a typical technology leader in all the industries andits development often affect the whole body. So, raising its level means overalleconomic efficiency is improved, and what is more, it can bring enormous economicand social benefits. However, China’s electronic and communication equipmentmanufacturing industry has an important gathering in the coastal regions, thusShaanxi still has a very large gap in this field, for instance, starting late, weakinfrastructure and low-tech value-added products. The key way to narrow the gap isthat how to greatly enhance the capacity of the industrial technological innovation. Atthe same time, it is also the key point to improve the ability of electronic andcommunication equipment manufacturing industry. Finally and the most important,the development of this industry will address many issues about economy, society andenvironment, which will help Shaanxi step into developed provinces in China as soonas earlier.In this paper, electronic and communication equipment manufacturing in Shaanxiis considered as a research object, based on some theories, including management,technological innovation, industrial economics and system dynamics. With using acomplex system theory to consider this problem from the perspective of systemsthinking, the innovation system and its operation mechanism of electronic andcommunication equipment manufacturing industry about Shaanxi are learned. Themain body of this thesis is divided into four parts. Firstly, it conducts deep analysis ofthe industry innovation’s internal mechanisms and points out the relationship of thevarious elements’ cause and results within the system. Hereby, the relationship amongthe internal factors can be found, and the structure of the system, function andoperation mechanism are summed up. Following that, according to statistical methods and system dynamics, electronic and communication equipment manufacturing inShaanxi innovative system dynamics model is established through the use of thesoftware Vensim PLE, which is divided into three subsystems, namely technicalenvironment subsystem, economic subsystem and innovation support subsystem.After that, giving a detailed explanation of the system model and parameter estimation,and listing the main types of variables and the corresponding feedback relationship.Finally, it tests the reliability and application of industrial innovation system model. Inthe following simulation, through observing the policy variables in the model, fromthe perspective of government and business, the impact of innovation in the industryis analyzed, and then come to the problems and the future direction of development.This paper’s purpose is to provide basis of decision making for improving Shaanxi’sindustry innovation capability in electronic and communication equipmentmanufacturing.
