Research On The Mode And Evaluation Of Xi’an Industrial Technology Public Service Platform

Industrial technology public service platforms were built around the needs of industrial common technology and industrial key technology, as an integrated system, it can provide research and development services, technology transfer services, technology sharing resources services and other technical services for the organizations related to industry, industrial technology public service platform has much function,on the one hand,it not only can effectively integrate and configure technology resources, reduce the cost of innovation and entrepreneurship, but also can guide and promote independent innovation, enhance the level of industrial technology, on the other hand,it was the important component part of "Guanzhong-Tianshui Economic Zone development Plan" which implemented by Xi’an city, and it was also the important component part of the regional technology innovation system with the core competitiveness which not only made the enterprise as the main body, the market as the guidance, but also made the strategic alliances strengthen between industry, academia and the research community, except that, it also can accelerate the establishment of Reform Demonstration Bases which is used to plan scientific and technological resources in entirety, thus,to strengthen industrial technology research of the public service platform was particularly important. This article selected the Xi’an. pillar industry technology public service platform as the main research object, by the means of theory analysis combined with empirical research, the operation mode and the operation ability evaluation of Xi’an. industry technology public service platform were studied.This paper mainly had the following four parts:The first part:firstly, the influence factors of platform’ operation were analyzed, and the promoting factors and restricting factors of xi an industry technology public service platform’ operation were discussed in the paper, Then, the role and the effect of Platform’s main subject were systematically analyzed, secondly, from the perspective of "Triple Helix" innovation model, the internal mechanism of platform’s operation mode is explained, and the four kinds of current main platform’s operation modes of Xi’an. industry technology public service platform were comparatively analyzed, which mainly includes government dominant model,enterprise dominant model, research community dominant model and the dominant mode of Industry-University-Research Alliance, then the merits and adaptability of each model was also discoursed. Lastly the development trends of platform operating mode were discussed.in the prophase development of platform, it mainly used the government leading operation mode, with the development of the platform, the leading role of government in the platform will decline for guidance, and all kinds of the platform’s operation mode will inevitably mutual joint.The second part:From the three aspects of the platform operation performance, the platform basic conditions and personnel scale, platform management level, the improved analytic hierarchy process (AHP) was applied to construct the operation ability evaluation index system of industry technology public service platform, and then the three primary indexes were divided into11secondary indexes and34third level index.The third part:on the basis of the operation ability evaluation index system of industry technology public service platform which had constructed before, the platform comprehensive evaluation model based on AHP-FCE was further built, then an empirical analysis was conducted for Xi’an new material industrial technology public service platform and Xi’an bio-pharmaceutical industrial technology public service platform.The empirical results showed that comprehensive ability of two platform was outstanding, but the platform’ management level had relatively poor performance, it need to strengthen the reform of platform’s mechanism and system, so we should strengthen the reform of platform’ system and mechanism.The fourth parts:According to the evaluation results of the platform’s operation ability, from the three aspect of platform construction organization structure, platform funding mechanism and platform management mechanism, the perfect measures used for strengthening operation ability of industrial technology public service platform were given in this article.
