High Technology Services Evaluation Theory And Method

Since the1960s, as the integration of knowledge economy and thehigh-tech industry, a large number of new services with high technologyand high added value have emerges, and high technology services riseglobally. High technology services can contribute to the economicdevelopment and industry upgrade, with its high value-added, hightechnology, strong agglomeration and big multiplier effect. And sincebreakout of the2008financial crisis, for China, original industrial structurecannot adapt to the new economic environment and in this situation, thegovernment propose to development the high technology to upgradeindustrial and change the original economic development model. So it hasbeen an important issue for the government to assess the development ofhigh technology services and propose right policy.This paper aims to build the development evaluation system of hightechnology services, and based on literature reading and expert research,we build the development evaluation system from development level, basicconditions and industry environment, which contains3first classindicators and19secondary indicators and then use the factor analysis andcluster analysis to compare the development of high technology servicesbetween regions. The results show that we still face the problems such assmall volume, fragmented industry, unbalanced regional development andweak technology, lack of talents, poor infrastructure and low economic arethe main factors. At last we propose recommendations to help develop thehigh technology services based on the analysis.
