Science and technology is the important motivation of economicdevelopment, as the industrial logo of science and technology development,sustainable development of new and high technology industries is beneficial tooptimize the industrial structure, improve the social labor productivity, promotescience progress and the coordinated and stable development of social economy.High-tech industry cluster is proved to be the successful model of high and newtechnology industries’ rapid development by international and domesticexperience, this special kind of organization can establish long-term stableinnovation collaboration relationship within many innovation main body in thecluster, it can reduce the risk of innovation, obtain the innovation advantage,improve the efficiency of innovation, which means cluster innovation. Thispaper choose the cluster innovation capability of high and new technologyindustry in Shanxi Province as the research object, which have importantpractical significance to promote the development of economy and society, andthe strength of high and new technology industry in Shanxi Province.Based on defining the concept of cluster innovation, this paper analyzesthe high-tech industry’s internal constraints and external system environment ofimplementing cluster innovation, and based on this framework, this paper alsoanalyzes the present situation of the development of Shanxi high-tech industry from five aspects and the cluster innovation of high and new technologyindustry in Shanxi province from six aspects. Regarded clusterself-development, innovation input, innovation output, innovation achievementstransformation and innovation environment support ability five parts as thedivision standard, this paper builds the measurement index system of the clusterinnovation ability of high-tech industry, uses projection pursuit classificationmodel and synergy degree measurement model to measure and analyze itspresent ability and coordinated development situation.According to the result ofdata analysis and model measurement, we find that the cluster innovationactivities of high and new technology industry in Shanxi Province still havemany problems and contradictions, and then we accordingly put forward somecorresponding countermeasures and suggestions.This paper’ innovation points: Choosing the cluster innovation ability ofhigh and new technology industry as evaluating and measuring content, thetopic has something pioneering and novelty. Innovatively using acceleratinggenetic algorithm based on real number encoding of projection pursuitclassification model to evaluate comprehensively the cluster innovation abilityof high and new technology industry in Shanxi Province. Using synergy degreemeasurement model to measure the coordination degree of high and newtechnology industry’ cluster innovation ability in Shanxi Province, it canprovides theoretical basis for understanding the present orderly developmentsituation of cluster innovation ability of high and new technology industry in Shanxi province and promoting its well-organized degree to further stimulate itspotential.
