The competition among the countries in the world is all of science andtechnology, and scientific and technological innovation is the core of competition. Inthe wave of globalization and information technology, scientific and technologicalinnovation ability of an area has become its major economic development momentum,and is increasingly becoming the decisive factor for the regions to gain a competitiveadvantage persistently. So, profound analysis of the scientific and technologicalinnovation activities in all regions, exploration and taking effective measures topromote the development of scientific and technological innovation activities hasimportant practical significance for enhancing the various regions of China’sscientific and technological innovation. At the same time, along with the deepening ofChina’s urbanization process, economic activity and production factors have shown ahigh degree of uneven distribution above states, and formed a so-called "economicagglomeration" phenomenon. This phenomenon is bound to make a significantinfluence on the macro operation and the micro entities; one of these is the field ofscientific and technological innovation. Therefore, this paper selected the impact ofeconomic agglomeration to the scientific and technological innovation activities asthe theme, divided China into three areas by geographical location and level ofeconomic development, and deeply studied the all kinds of agglomeration effect ofscientific and technological innovation activities in each region.Firstly, on the basis of summarizing the existing domestic and internationalreferences, this paper deduced science and technology innovation production function,as well as science and technology factor cost share function, and then constituted bothinto a technological innovation activities simultaneous equation. Secondly, the articlemade simultaneous equations for analysis basement and theoretically discussed theagglomeration effect of the science and technological innovation activities output,science and technology factors output elasticity, science and technology factors price,science and technology factors demand. Thirdly, the paper utilizes the profile localpolynomial to estimate the equations, and based on the parameter values, calculatesthe all kinds of agglomeration effect of technological innovation activities. Theresults showed that: whether it is eastern, central or western regions, the economicagglomeration on scientific and technological innovation activities has significantpositive effects. But in different areas the size of agglomeration effect is distinct, theeastern region is higher than the effects of the central and western regions, andbetween the central and western, central region is a little better than western regions.As for the output elasticity, price, demand of scientific and technological factors, eachregion shows great differences in agglomeration effect. Some of them even thepositive and negative symbol of effects is inconsistent. However, the paper has givennecessary explanations to these empirical results. Finally, in accordance with theconclusions of the study, combined with the actual situation of regions, we have putrelevant policy suggestions to "How to use the economic agglomeration to promotescientific and technological innovation activities effectively”.
