As the strategy of constructing a strong marine economy province beingcarried out by Zhengjiang Provincial Party Committee and the People’sGovernment of Zhengjiang Province and the propelling of Ningbo-Zhoushanharbor incorporation, Zhoushan city implement the tactic of prospering byharbor and developing comprehensively. Municipal Party Committee and thePeople’s Government of Zhoushan city make the best use of this situation in theway of proposing the idea of constructing a marine economy city anddeveloping the advanced manufacturing as a harbor city to make Zhoushan tobe a domestic important city and a strong impact city internationally which isalso a internationalized, intensive, specialized, ecological and new type ofshipping industry base. As the leading industry in Zhoushan city, shippingrepairing and building industry developed fast with the opening of the city. There are56shipping repairing and building enterprise with50000labors by2007. In2007, the gross product of shipping industry in Zhoushan is19.3billion￥, which made a increase of80.3%on year-on-year basis. This grossproduct which makes15%of the domestic shipping industry has kept a increaseover80%for four years consecutively. However, negative effect occurred withthe shipping repairing industry:1, exhaust gas, waste water and noisecontaminated the environment.2, there are various kind of solid waste whichcan lead to heavy contamination if they were not treated properly.3, thedischarging of ballast water which is loaded abroad may result in the intrudingof adventive creatures.4, the life waste which is not undergone harmlessdisposal can spread the animal and plant disease. According to the characteristicof shipping repairing an building, on base of practical investigation andsystemic analysis, this research analyze the contamination and environmentfactor allsidedly. Through applying the knowledge of environment protectionand environment layout and management, combining the application ofconstitutional laws and regulations, considering the feasibility, the study putforward the measure to protect the environment and decrease the contaminationin the development of shipping industry, realize the standardization ofenvironment management in shipping repairing. The study has obvioustheoretical and practical significance of protecting entironment, laying outshipping industry and guiding the shipping repairing enterprise to get feasibleand instructional suggestion to protect environment by themselves. To enhance and standardize environment protection, strengthen pollution treatment, protectand improve entironment, the study provides important environmentdecision-making basis on shipping industry sustainable development andguaranteeing coordinated development of region resource, environment,economy and society.
