In recent years,sudden environmental pollution incidents occur frequently,often accompanied by large-scale losses and adverse effects.According to the statistics released by the statistics bureau,there were 304 sudden environmental pollution incidents in 2016,a year-on-year decline of 7.9%,and an abrupt environmental pollution accident occurred every1.2 days.As damage more serious,be badly in need of relevant insurance products to make up the loss,but the current emergency environmental pollution liability insurance system in China is still in the initial stage of development,the system and measures are not perfect,can't really play a emergency environmental pollution liability insurance dispersing risk and loss of the basic functions.With the transformation and upgrading of China's economic structure,environmental protection has become an important issue in today's economic and social development,and it is necessary to actively develop the insurance industry that occupies a secure position in the national economy.Especially in 2017,the "measures for the management of environmental pollution compulsory liability insurance(exposure draft)" published after the compulsory liability insurance of environmental pollution has been on the agenda,need improving and perfecting the current our country emergency problems of environmental pollution liability insurance,make it have better development.This article through to the environmental pollution event situation in recent years the research,analyses the characteristics of the dangers of sudden environmental events,these characteristics are reflected in the sudden environmental pollution incidents,in this paper,the recent events,for example,"Sanchi" bums on its characteristics.Research the present situation of environmental pollution liability insurance,current policy for the targeted research,analysis of regional environmental pollution liability insurance policy,in view of the development of better started relatively late in Wuxi city,Jiangsu province and Gansu province further research,put forward the current emergency environmental pollution liability insurance in our country in the government,insurance companies and polluting enterprises arefaced with the problem.After that,we compare the development of environmental pollution liability insurance in the United States and Germany,and put forward the methods for reference in the development mode and legislative measures.Finally put forward to strengthen government supervision,perfect the third party,such as environmental pollution liability insurance securitization of reinsurance,the corresponding solutions,to promote the healthy development of sudden environmental pollution incidents in the future.
