| As the mainstay of the country’s economy, the steel industry has been played animportant role in maintaining the stability of people’s life as well as the prosperity ofeconomy. Especially during the country’s “Twelfth Five Year Plan” period, theconstruction of the infrastructure, power grid and the development of new energy willprovide a good opportunity for steel enterprises. But at the same time, the challengehas also been appeared, such as the domestic steel capacity is excessing, themanagement of enterprises is far behind the same company overseas, the prices ofiron ore is rising rapidly, the steel company has to been confronted the complex andvolatile domestic and international markets. Through the method of plan, control,coordination, motivation, evaluation and a series of management method, thecomprehensive budget management subordinate to the strategy of the company and isadmitted to one of the most scientific and advanced management.First, the paper reviews the development of a comprehensive budget managementand introduces the status domestic and abroad. Secondly, overview of the basic theoryof the overall budget management and architecture, including the meaning of theoverall budget, the system of organization and content of the preparation methods andprocesses, monitoring and evaluation system, and discusses the functions of theoverall budget management and implementation of the urgency of the overall budget.Third, by introducing the overall budget of Baosteel, in combination with experienceof other steel enterprises, I established the overall budget for Xing Cheng SpecialSteel with its own characteristics, and draw up the preparation of the2012annualbudget of Xingcheng Special Steel as a reference and work out evaluation system.Finally, based on the theory of comprehensive budget management, I introduced somequestions which would appear in the process of carrying out the management, andalso proposed appropriate solutions.The paper discussed the development courses of the comprehensive budgetmanagement theory, analyses comprehensive budget management concept and thisarticle also studies the method from the needs of modern enterprise system and legalperson governed structure to the needs of the enterprise internal management andcontrol and set up a comprehensive budget management system conducting enterprisestrategy as budget goal and the cash flow as the core which is compatible for the development of Xingcheng Special Steel Co.,Ltd. |
