Chinese iron and steel industry is developed quickly and its competition is growing sharply in 21 century. Under the new environment, enterprises should make the adjustment that adapts to the new environment in time, which could improve the competitiveness and have more market share and opportunities, then constant development. This text focus a large-scale special steel enterprise as a typical case, analyze its influence which will be produced in on control over its, diagnose and make the strategically readjustment scheme of feasibility to enterprises, in order to meet the new need of the new environment and achieve a new success.This thesis regards business strategy theory as the theoretical foundation, to find enterprises potential after an analysis of enterprise's internal and external environment, enterprise's competition advantage strategy dividing, Which use the Boston Consulting Group matrix, PEST analysis and SWOT analysis, etc. According to the resource-based and core competencies theory, strategic adaptability theory, industrial group structure theory, and control strategic process theory, etc make enterprise's development strategy. Based on above have proposed a focus developing strategy, so the company will be one of the most competitive special steel enterprise of the whole world in the future by low cost, exquisite products and globalization. This thesis have the opinions that it is necessary that strengthen functional strategies, institution binding force by information system and PECA move cycle constantly when the strategy implement. Those are important to the effective strategy implement.
