Study On The System Of China’s Specialequipment Safety Regulation

Special equipment refers to equipment that involves life safety and high danger.It is a important basic equipment and plays a very important role in national economicdevelopment. After years of exploration and practice, China has made great progressto improve the safety level of special equipment. Yet safety incidents continue. Toimprove the safety level of special equipment is still an urgency.The stark realityforces us to reflect on the problems of special equipment safety supervision system, ofwhich suervision problem may only shows the presetation. And the deeper roots needmore investigation.The status quo of China’s Special Equipment Safety Supervision, the experiencesand practices of developed industrial countries were considered and the empiricalaand theoretical analysis combination are used. The main part, means and tools ofChina special equipment safety supervision, and evaluation of special equipmentsafety were analyzed from legal, institutional, and grass-roots construction point ofview. And the problems in the monitoring of special equipment were point out. It waspointed out that effective special equipment safety supervision is a systematic project.To improve its effectiveness,8measures should be taken as follows. First, improvethe legal system of special equipment safety supervision, definite the scope of safetysupervision according to Chinese national conditions and carry on strict investigationon criminal responsibility. Secondly, carry out classification according to the device’ssafety rating, focus on the key point. Thirdly, mobilize social forces, inspireenterprises, institutions and social organizations into monitor. Forth, strengthen thepropaganda of special equipment, establish and improve the dynamic information andorganization’s network-level security. Fifth, implement the main sense ofresponsibility of units. Sixth, increase investment, to improve the hardware level, eg.equipment inputs and personnel training, etc. Seventh, the inspection of agencysocialization, improve service quality, reduce administrative pressure. Eighth, reformthe accountability of security system, reduce the risk of Public Service responsibilityto basicservice.
