Research On Safety Supervision Of Special Equipment In Pingyang County

In today's society,the vigorous development of industrialization is the current characteristics of the epoch.Special equipment has become an indispensable equipment for human production and manufacturing activities,and also plays an extremely important role in daily life.At the same time of providing great convenience,because of its particularity,there is also a huge potential danger,which will have a significant impact on the safety of public life and property,and also lay a "time bomb" for the stable operation of social and economic development.Therefore,the corresponding safety problems of special equipment must be paid enough attention to.The government,enterprises and inspection institutions have their own regulatory responsibilities in safety supervision,and the burden on their shoulders is also heavy.How to ensure safety in production has become an urgent problem in China.Based on the theory of multi-center governance and new public management,this paper analyzes the current methods of safety supervision of special equipment in Pingyang County,and studies the safety supervision of local special equipment with the methods of literature review,comparative analysis and field investigation.This paper focuses on the quantity and distribution of special equipment and the overall effect of safety supervision in Pingyang County.Starting from the supervision department,users and maintenance units,this paper analyzes the problems and reasons in the process of local safety supervision.The main problems are the lack of competence of supervision subjects,the prominent phenomenon of multi governance,backward supervision mode,and the neglect of safety supervision.The main reasons are the lack of personnel training and assessment mechanism,regulatory system not integrated in place,technical conditions fail to meet regulatory requirements,the "putting the cart before the horse" of the responsibilities of the supervision subject and the user subject,etc.Finally,combined with the excellent experience and methods of special equipment supervision in other regions,the corresponding suggestions on how to optimize the safety supervision of special equipment in Pingyang County are put forward.It is believed that the improvement can be realized from the aspects of improving the law enforcement level of special equipment,improve the supervision mechanism,changing the supervision and management,and implementing the safety responsibility of the user.In addition,through the summary of grass-roots practice over the years,this paper proposes to use modern information management means to apply mobile supervision to the actual supervision work,effectively improve the supervision efficiency;at the same time,give full play to the capabilities of inspection institutions,maintenance units and social groups,form a diversified governance mechanism,and create a governance system of social information sharing and joint supervision.
