Research In Prior Evaluation Of Bidding To Highway Project

In the bidding of highway project, the bid price is one of the key factors for thesuccess of bidding. The bid price includes market research, preparation of quotation,preliminary calculation, prior evaluation and final decision-making. Among them, theprior evaluation has an important position in the bidding process. It is not only themain basis of the bidding decision-making, but also the important measures to ensurethe project quality. Based on the analysis to the characteristic and existing problems ofthe bid price of the domestic and international highway project, the compare of themethod to assess the tender, and the research on the quotation process and content,this thesis, stands out the action of the prior evaluation, and then expand on thecontent and method of the prior evaluation, including the static analysis, dynamicanalysis, risk analysis, unbalanced bidding design and price break-even analysis, andproposed the internal control mechanism and guarantee measures of the priorevaluation, from four aspects of the objective, principle, emphasis and mechanism todiscuss how to carry out the internal control in brief, and from five aspects oforganization, standardization, control range, information platform, feedbackadjustment to discuss the guarantee measures of smooth implementation.From the practical application point of view, this paper describes the specificmethods applied in the pricing practice of highway project. In the study of priorevaluation of domestic highway project, this thesis puts forward the specific methodsabout costing and risk analysis, and gives a representative project’s costing. Theinternational project is estimated in the same way, focusing on the anticipation to risk.The research of prior evaluation, combined with the3examples, has certainsignificance for reference.
