Research On Bidding Decision In Highway Construction General Contract Project

With the continuous development of social economy in our country, the development of the highway engineering project construction is increasingly important in the position in national strategy. In recent years, the superiority of engineering general contracting mode gets more and more attention, such as shorten the construction period, improve quality, cost saving, and this mode has got very good application in electric power, petroleum, chemical and other industries, but in the field of highway engineering is still in the exploratory stage, especially in highway engineering general contracting bidding decisions, theoretical research is still very weak, so further study of the bid decision problem has practical significance in highway construction general contraction has realistic significance.From the perspective of highway engineering general contract project enterprises, this article will research on the two issue of bidding decision and quotation decision in highway engineering general contract project, and provide theoretical guidance for the general contracting enterprise to improve the competitive ability of the bid.First of all, through the study of the research on highway engineering general contracting theory, the highway engineering general contract project in this paper is refers to general contract project starting from the preliminary design; through the analysis of highway engineering general contracting project bidding theory, it divided the process of bidding decision into two stages: early bidding decision-making stage and later bidding decision-making stage.Secondly, from the general contractor enterprise, general contracting and project general contracting enterprise external body, it analyzes the influence factors of the early bidding decision-making, uses SWOT analysis method to establish a simple model of early bidding decision.Again, through the analysis of late bidding period work content of the highway engineering general contract project, and combined with the characteristics of highway engineering general contracting mode, puts forward technical proposal, management proposal and business strategy when general contracting enterprise preparing bidding documents. During the commercial quotation strategy, based on the characteristics of bill of quantities pricing mode in our country,the tender offer is divided into the e ngineering cost and mark-up, put forward the general contracting enterprise should adopt cost + profit + risk method for estimating the cost of tender offer.Finally, on the basis of predecessors’ research, starting from the composition of mark-up, respectively established the profit impact factor set and risk factors set, and use the analytic hierarchy process(AHP) and fuzzy comprehensive evaluation method to establish the elevation of the decision-making model of mark-up, provide decision basis for general contracting enterprises bidding quotation processAt the end of the paper, it sums up the research conclusion of this paper, and points out some questions remained to study in the further.
