| In recent years, China’s medical insurance has developed rapidly, the coverageand security level has also been continuously improved. As the material basis andfinancial assurance, the medical insurance fund plays an important role in the wholesystem. However, the medical insurance fund has also exposed some problems in itsdevelopment and created a very negative influence in the society. Therefore, improvethe regulation of medical insurance funds has a very important practical significance.The modern sense of China’s medical insurance system started relatively late, andbecause of the "pay as you go" principle it took, it did not have much accumulation,so it has been ignored by the academic circles. Usually it is only being studied as apart of the social insurance fund. But we should see that, in the development ofChina’s medical insurance, it has shown some distinctive characteristics. In order toachieve effective regulation of the medical insurance fund and protect its safety, it isvery necessary to study it as an independent part.This article consists of four parts. Firstly, in order to make the readers have agrasp macro of this paper, I introduced the research background, research significance,research status, research content and method undertook at the beginning of the firstchapter. Secondly, I determined the concept of the social insurance funds, medicalinsurance fund, the regulatory system and reviewed some theory to provide theoreticalsupport for the later study, such as the public economics, asymmetry information, etc.Thirdly, I introduced the experience in Germany, the United States, Kenya andanalyzed the quo of China’s medical insurance Fund and the problems it presented.On this basis, at the end of the article I gave a few suggestions to improve theregulatory system of China’s Medical Insurance Fund: strengthen the legal system,increase in overall level appropriately, clarify the responsibilities of each regulatorybody, introduce the supervision of the general public, improve the disclosure systemand strengthen the personnel development. |
