Research On Management Of Shaanxi Provincial Basic Medical Benefits Fund

Medical insurance, which is closely related to the benefit ourselves, is an important content of social security. The management of the medical insurance is a key in the process of operation of medical insurance. The security of fund should be guaranteed, while the keeping and increasing of value should be taken into account. The payment of fund should be ensured, while the balance between income and expenses, the validity, rationality and impartiality of fund should be considered.This thesis has expended on the background of our operation on medical insurance, the theories on funds and the fund of medical insurance, and the collection, operation and settlement of Shaanxi provincial basic medical benefits fund. It has studied the present situation, analyzed the problems, such as the lack of guarantee in collecting existing fund, the inability of fund to reach the designated position, the hole in fund settlement. Suggestions then followed, such as regulating policy, perfecting settlement methods and strengthening management. In the meantime, the thesis has drawn on the experience of other provinces or areas, and brought up the suggestions and the advices to the present problems. The thesis has focused on settlement of the Shaanxi provincial basic medical benefits fund, and has brought up improvement to its operation.With the combination of theories and practices, this thesis brought up improvement suggestions in light of problems among the provincial scale medical insurance, has strong practicality to our present medical insurance.
