“Human resources are the primary resources”philosophy deepened, how tostrengthen the modern human resources management and development is becomingincreasingly hot issue as people, the modern management pattern of human resourcesthe organization of human resource management also raised new requirement. Alongwith social progress, improving the quality of society as a whole, as well as thecooperation relations between enterprises become increasingly close, not just betweenthe upstream and downstream enterprises, competition between enterprises, there arecertain relations of cooperation, while the high-end sharing, talent sharing are alsosome companies become possible, which is flexible talent or the emergence offlexible talent flow. However, domestic and foreign research results of flexiblemanagement is very rich, has a certain width and depth, but the flexible talentsmanagement mechanism research and use of a series of problems exist. In this paper,the system combing analysis of existing flexible management of human resources athome and abroad, used in research on Shanxi Planning Institute flexible talentmanagement model, combining theory with practice, the angle of the interpretation ofShanxi Planning Institute to implement flexible personnel the need for managementand objectivity, and on this basis according to the Shanxi planning Institute flexiblepersonnel status and management of the status quo on how future introduction offlexible talent, and how these high-end flexible talent management to make certaininstructions and recommendations.
