Research On Talent Team Construction Status And Development Strategies Of Heilongjiang Academy Of Agricultural Science

With the publication of the No.1Document of Central Government in2012, China has putthe development of agricultural science and technology in a more prominent position and adoptedthe agricultural science and technology innovation as the theme for the first time, which also meanta more emphasis on the talent which is the foundation of powerful agriculture. HeilongjiangProvince is a large agricultural province in China. The pilot construction and overallaccompanying reformation of the modern agriculture in the "Two Plains", guaranteeing nationalfood safety and ecological security and increasing peasants’ income continually have becomemajor tasks of the agricultural development at present and in the next period. The development ofagriculture needs to rely on the research force. Heilongjiang Academy of Agricultural Sciences, asthe only provincial agricultural scientific research institute, is the core force of the agriculturalresearch work. How to change the technology advantage into product advantage and theagricultural economic development advantages need to rely on the technology advantage ofscientific and technical personnel in technology integration and demonstration to realize thetransformation. And as to the agricultural research institutions, Scientific research is thefoundation of the Academy, and moreover, talents are the source of innovation. In this new period,how to build a team of excellent talents with pioneering spirit and spirit of innovation for theAcademy turns to be really important.Through the analysis of the scientific personnel composition of the Heilongjiang academy ofagricultural science, this paper summarizes problems in the building of a talent team and proposessolutions and suggestions, thus providing theoretical support to further strengthen the personneldevelopment of the Academy, accelerate the commercialization of research findings, enhance itscompetitiveness and better stick to the principle of "strengthening the Academy through talents".The paper first briefly introduces this topic research significance and the main content, layclear train of thought for the following research; and then by comparing the actual investigationand study, combined with the analysis theory, empirical analysis on present situation of talentstructure of Heilongjiang Academy of Agricultural Sciences were analyzed, at the same time,through the comparison and analysis of current situation of other provinces of talent structure andhuman resources management are summarized in the aspects of talent team construction inHeilongjiang Academy of Agricultural Sciences, Heilongjiang Academy of agricultural sciencesare summed up in there are high-level talent shortage, the overall talent layout problems, talentevaluation, training, management system is not perfect and the management environment andscientific researchers expect there is a big gap between the problems and put forward; the relatedcountermeasure and suggestion to the Heilongjiang Provincial Academy of Agricultural Sciencesof the existing problems, finally draws the conclusion, including the present, Academy ofAgricultural Sciences of Heilongjiang province high level talent shortage, technology leaders and technology innovation team and the number of major grain producing province intelligencerequirements do not match; Heilongjiang Academy of Agricultural Sciences personnel also need todevelop long-term perspective the overall optimization; improve the talent incentive, securitysystem Talent development of logistics support; to establish the evaluation, management system ofscientific and effective personnel is four units of agricultural scientific research developmentguarantee.
