A two-oriented society can not been constructed without the resource-saving andenvironment-friendly pattern of development.The outline of the "Twelfth Five-Year Plan"points out to insist on constructing a resource-saving, environment-friendly society as animportant core of accelerating transformation of the patten of economic development,thoroughly applying such basic state policies as environmental protection to promoteeconomic and social development and coordination of population, resources and environmentso as to stick on the sustainable development.Under the background of sustainabledevelopment,the competition of environmental regulation among local governments hasbecome an important factor on promoting pollution industry shift,and pollution shift causedby pollution industry shift and problems of environmental pollution caused by this should notbe ignored.Basing on this,this paper chooses pollution industry shift as the research object todeeply investigate the influencing factors and dynamic mechanism of pollution industry shiftunder the perspective of environmental regulation, to test the dynamic mechanism bycombining with empirical analysis,and to finally establish a long-term environmentalregulation to provide references for the the promotion of fundamental improvement ofecological environment and sustainable economic development in our country.Staring from relative theories of environmental regulation and pollution industry shift,this paper firstly states such internal factors as location selection of pollution industry shift,and external factors like current environmental regulation,industry restructuring andupgrading,competition of attracting investment among local governments,and soon.Then,basing on the new endogenous model of new economic geography,improve theDixit-Stiglitz model to analyze the intrinsic mechanism of pollution industry shift;constructdynamic evolutionary game model with the local governments and pollution industries as themain subjects to analyze the exogenous dynamic mechanism of pollution industry shift.Third,empirical test on the mechanism of pollution industrial transfer under the perspective ofenvironmental regulation is done by combing with specific data,and panel regression analysistowards "Pollution Haven Hypothesis" was done.Finally,policy suggestions towardsstrengthening of regulation of pollution industry shift,regulation of irrational competitionamong local governments,innovation of environmental regulation system and realization ofmulti-agency management of pollution industry shift are presented.Conclusions of thisresearch are as follows:first,competition of environmental regulation among localgovernments and upgrading and optimization of industry structure are the main factors influencing pollution industry shift,and,at the same time,we can not ignore the influence oflocation selection of pollution industry.Second,at the same time that pollution industry shiftcausing negative effects like constantly deterioration of environment quality,it also bringspositive effects to economic growth and industrial restructuring.Also,high strength ofenvironmental regulation has obvious effect on improving environmental conditions;Third, acompletely definite answer can not been given towards whether “Pollution HavenHypothesis” exists in China or not,places where definitely support “Pollution HavenHypothesis”are regions like the middle reaches of the yellow river and the middle reaches ofthe Yangtze river,places where partially support “Pollution Haven Hypothesis” are regionslike the northern coastalareas and the southern coastal areas, while test results to regions likethe eastern coastal areas,the northeast,and regions of far southwest and far northwest are notsignificant.
