With China’s rapid economic development, the implementation of westerndevelopment and revitalizing the northeast old industrial base, Inner Mongolia has entereda stage of rapid economic development. Industrial development still is the main and mostimportant driving force for a city’s economic development. Industrial structure’s changewill inevitably have extremely important impact on Inner Mongolia’s economicdevelopment.Starting from a theoretical review, the paper based on the systematic summary of theindustrial structure and the theory of comparative advantage at home and abroad, conductsan analysis on the current situation of Inner Mongolia’s industrial structure, establishmentof the industrial economy evaluation index system, including the scale advantages,efficiency advantages and growth advantages. There are eight indexes to reflect industrycomparative advantages, adopting combination weighting method which combines analytichierarchy process with entropy method to calculate various indexes, throughcomprehensive evaluation model to obtain the comprehensive evaluation value of27industrial sectors in Inner Mongolia, the whole country and the Northwest Area (Gansu,Shanxi, Xinjiang) in2000,2005and2010. The author analyzes the Inner Mongolia’sindustrial structure comparative advantage and comparative advantage changes throughcomprehensive evaluation value, and finds the comparative advantages and competitiveadvantages of Inner Mongolia’s industrial development. The result shows that InnerMongolia’s industries of comparative advantages and competitive advantages are mainlyconcentrated in raw materials extractive industries and primary processing industries. Itcan be seen that Inner Mongolia’s industrial advantage is only natural resources and itsdistribution advantages; Inner Mongolia’s industries of comparative advantages andcompetitive advantages are basically capital and labor-intensive industries. In allusion toInner Mongolia industrial structure existing problems and comparative advantage, fromperfecting ownership system reform, developing small and medium-sized businesses,improving the light and heavy industry proportion issues, improving the level of industrialtechnology, continuing to play a comparative advantages and competitive advantages,implementing the strategy of sustainable development six aspects, the author proposessome suggestions for Inner Mongolia industry’s better and faster development, Byanalyzing Inner Mongolia industrial structure’s comparative advantage and comparativeadvantage changes, how to understand and handle the existing problems in InnerMongolia’s industrial development, the author offers some references to further thedevelopment of Inner Mongolia industry.
