The Innovation Of Government-Invested Project Management Mode In China

This paper aims to solve the problem of the existing government-invested projectmanagement mode, to change the situation of government`s control and management forthe whole investment project, on the basis of summarizing the existing management modeat home and abroad, trying to construct the government-invested project managementmode-the TPM mode. By using system analysis, comparative analysis, literature analysis,comprehensive evaluation and so on, this paper analyses China’s currentgovernment-invested management mode to explore the prospects of application of theTPM mode`applying in our country.First of all, it summarizes the government-invested project management`s`currentresearch status and developing trend both at home and abroad, expounding the width anddepth of the study of the foreign public project management. We come to researchconclusions mostly according to experience,lack of empirical and case analysis, so weneed to establish a relatively perfect project management system.Secondly, this paper briefly introduces the government-invested project managementmode and its related theory, to analyze the implementation of non-profitgovernment-invested project management mode in our country and its advantages anddisadvantages of mode, and summarize the basic factor of the restricts to our investmentproject development by problems exposed to it.Again, in the paper, there summarizing government-invested management projectmode and operation mechanism in the Britain, the United States and Hong Kong, and onthe basis of that,by analyzing the government-invested project management environmentin our country and trying to build TPM management pattern, it designs to solve theunhealthy phenomenon. We establish the TPM mode from5dimensions: project subject,scope, organization structure, implementation process, supervision mechanism, and makethe comprehensive analysis by applying the expected utility function in the economics andanalytic hierarchy process.Finally, to ensure the government-invested construction projects effective operating, this paper systematically analyzes the key factor of the construction of TPM mode,proposing the feasible solutions. As a kind of new mode, TPM reflects that ourgovernment-invested project management develop along the marketization,standardization direction.
