Study On The Supervision Of The General Contracting Mode Of Government-Invested Projects In The Context Of China

With the economic globalization and the rapid development of science and technology,construction projects tend to be large,complex,the requirement of project owner is becoming more and more high,the project general contracting mode is increasingly favored by the owners because it can provide professional services,deeply integrate the design,procurement,construction and other stages,and realize the advantages of shortening the project construction cycle,reducing project cost,and reducing project disputes.Engineering general contracting mode in China began in the 1980 s,then issued a series of documents to promote the development of engineering general contracting mode in China,in May 2016,the ministry issued "on further promoting the development of the engineering general contracting several opinions,vigorously promote the engineering general contracting,the construction unit should be preferred engineering general contracting mode,the government investment projects and prefabricated construction shall actively adopt the mode of the general contractor,to further promote the development of engineering general contracting in China,but the general contracting mode in China's development has not been very ideal,there is a lot of problems.At present,the construction market in China has a low degree of trust,and it is difficult to adapt to the general contracting mode with high trust.The owner is not confident to entrust the whole project to the general contractor for management.Few enterprises in China are truly qualified and capable of undertaking general contracting projects,and most of them have not established the organizational structure and management system suitable for general contracting projects,which results in general contracting project investment exceeding the budget,project delay,low quality and impact on project performance.There is a serious information asymmetry between the owner and the general contractor,the general contractor has opportunistic behavior in the process of project implementation,the above problems are closely related to the weak supervision of general contracting projects,around these problems,this article is based on asymmetric information theory,the regulation theory and the cooperation governance theory to study the regulation of the general contracting of government-funded projects,the research content and process of this paper are as follows:First,analyze regulatory requirements of the general contracting of government-funded projects.First of all,using the methods of literature review and text analysis,analyze regulatory requirements of the general contracting of government-funded projects,public goods attributes of government investment projects,the information asymmetry,target is inconsistent,the market environment is not mature determines the necessity of supervision of the general contracting of government-funded projects,and then adopt the method of semi-structured interview to analyze the regulatory content needs,and identify the regulatory content requirements of the general contracting of government-funded projects,including access,contract,design,quality,capital,schedule,safety and environmental protection supervision.Second,analyzes the supervision methods of the general contracting of governmentfunded projects.Firstly,based on the literature review method,this paper analyzes the regulation theory,and analyzes the supervision mode of the general contracting project of government investment project based on different thoughts in the development process of the regulation theory.Third,study on the improvement of supervision methods of the general contracting of government-funded projects.Based on the analysis of the supervision methods of the general contracting projects of government-funded projects,this paper first analyzes the objectives and principles of the supervision of the general contracting projects of government-funded projects with the method of literature review,then analyzes the existing problems in the supervision,and finally proposes measures to improve the supervision methods based on the theory of cooperative governance.To sum up,this paper adopts literature review method,text analysis method,semistructured interview and fuzzy comprehensive evaluation method based on AHP,from the perspective of improving the performance of the general contracting of government-funded projects,analysis of its regulatory requirements,supervision methods and supervision methods improvement measures,implementation of the regulation of the general contracting of government-funded projects,and promote the orderly development of the general contracting model in China.
