Research On The Post-evaluation System Of Government Investment Project In China

With the continuous development of economic system reform, governmentalinvestment has posed a more significant position in the whole national economy. Dueto its distinct characteristics, validity and proficiency of governmental decision onproject investment has gained close attention and our government need to carry outscientific evaluation research after the completion of investment project, in order toimprove project construction and operation management level. However, projectpost-evaluation started late in our country, therefore, many aspects related to this areaneed to be improved and enhanced and it is of great theoretical importance andpractical significance to set up post-evaluation system on government investmentproject.Firstly, on the basis of defining the connotation, characteristics and classificationof governmental investment project, expounded conception and principles ofpost-evaluation, compared it with pre-project assessment, summed up their differencesand similarities to provide theoretical support for later research in this thesis.Secondly, it related the development process of project post-evaluationinvestment in our country, narrated the current situation and primary problems in thisrespect, and carried out thorough research on the hindrance and driving forces ofproject post-evaluation.Thirdly, taking the role of government investment post-evaluation work as a basicstarting point, from the perspectives of operation, content indicators and suppot system,this thesis aimed to build up a system of post-evaluation suitable for our country toprovide reference for its future development.Finally, the thesis based on the real case of the Langfang-Cangzhou Expresswayin Langfang City and adopted the method of qualitative and quantitative analysis tomake a specific research of the system, and explored the practicability and feasibility.
