The Research Of The Government Investment Project Post Evaluation Index System And Methods

The correctness of the investment decisions and discretion of the investment benefit ofgovernment investment project which is most proportion of social total investment has drawngreater attention in the recent years. So it is urgent to already built the government investmentproject evaluation, which can improve the future government investment projects for benefit ofinvestment, investment level, decision-making level, management level, reasonable fundutilization; promote government investment projects normalization operation; play the role ofgovernment investment projects including perfecting the urban function, promoting urbanprocess, plling regional economic development.But our country with no more perfect post evaluation index system and method, therefore, itis difficult to carry out post evaluation. There not many large and key projects had postevaluation in our country, even if there some had post evaluation, also for investment in singleaspects of the evaluation, and the evaluation area is limited and evaluation depth is too shallow.Based on these, the author created a perfecting government investment projects evaluationindex system and the measure, which covered goal evaluation, the decision to construction,preparationg evaluationg, implementation evaluation, operation evaluation, benefit evaluation,evaluation of influence and evaluation of sustainability, total eight aspects evaluation index, andclassify these indicators on the more systematic specification, ultimately divided into nearly100small index. On the other hand, the authors developed suitable for government projects forinvestment evaluation after five methods-analytic hierarchy process, missing matrix analytichierarchy process method, data collection, contrast method, the logical frame method.Combining the more perfect index system with analytic hierarchy process, missing matrixhierarchical analysis method, these constitutes the core of the content, as well as the mostpractical method for government’s investment project evaluation-successful method, this methodwill used for a success evaluating to Shenyang Wulihe Olympic stadium.
