For telecommunication operators, the capital expenditure is vital, because the success of the investment project can directly affect the competitiveness of telecom operators. Especially in this mobile internet era, the investment project has shifted from the traditional engineering construction projects, e.g. GSM mobile network, core network, transmission network, etc. to the new kind of internet-service-platform-like projects. At the mean time, as the state-owned operator, since it is evitable to shoulder the social responsibilities, there are also projects which cannot be simply measured by the economic indexes. Therefore, it is a challenge for the modern telecom operator on how to determine the superiority and the effectiveness of an investment. On the basis of summarizing the current project decision, the subject aims at establishing a comprehensive set of investment project’s post-evaluation measurement system which is different from the traditional one and which can support the decision of potential investment projects.The system deeply analyzes the current condition of the project management of telecom operators and its industry with a research subject of a Chinese province-level telecom operating company. Through a series of research methods like the collection of current condition information, interview with key people, questionnaire survey, etc, considering the corporation strategic target and management demand and with limited references of the experience of other industries, the investment project’s post-evaluation measurement system which is in accordance with the demand of the modern telecom operators is formulated. The system can positively enhance the realization of the closed-loop project management control and increase the investment income.
