In the era of the planned economy, state-owned construction company is involved inthe construction of teaching according to the plan, governments invited to participate inthe construction of the project, and now more than, remarkable status.But along with theChinese market of construction, competition ability of private enterprises such as bambooshoots after a spring rain as established, to state-owned construction enterprise producedvery big pressure.Although state-owned enterprises still is in charge of the majorconstruction projects, but as the project cost management model in terms of profits, moreand more weak, even deficit.The construction project cost management and control of engineering construction isa core part of project management, perforative at project whole process, both in theinvestment decision stage, design stage bidding phase, or in the construction phase costcontrol is a kind of effective measures.The influence of project cost management problemsare mainly government, construction, design problems, the problem of informatizationmanagement and human resource management.Although at present many problems cannot be solved immediately, but how can play other advantages, how to maintain anddevelop the competitive power of state-owned enterprises, which still is placed in front ofnot evasive problem.The research on theory and practice of the principle, the use ofliterature and case analysis method, through the case analysis method, combining with theactual situation of state-owned construction enterprises, using the knowledge ofmanagement, find their own weaknesses, proposed that from the enterprise itself can beapplied to the optimization, improvements, including making sure that the financialdepartment and the law department of project cost management guidance; promoteinformation management and other emerging technologies and cost managementintegration; improve project risk estimation ability and improve emergency measures;establish and improve the incentive performance appraisal measures and continuouslyimprove staff quality.
