The Transformation Mechanism Research Of Second Pioneering In Science And Technology Industry Parks

Under the background of economic globalization, technology socialization andknowledge capitalization, China’s science and technology industrial parks is not only theimportant carrier of realizing the new type industrialization and promoting harmonyurbanization,but also the vital support of realizing independent innovation nationalstrategy. After20years’ development, China’s science and technology industrial parkshave basically completed the “first pioneering” task by transforming gathering high–techelements to forming the obvious leading industry.However, with the short supplying of land resources, the gradually increasing ofbusiness and labor cost, the traditional "policy lowland" oriented model, exists manyproblems. It can’t adapt to the high-tech zone with “second pioneering” request. High-techzone faces the historical task of “second pioneering”, by attracting foreign hi-tech industryleading local economic development of the export-oriented development to enhancing theability of independent innovation, and realizing the transformation of connotativedevelopment.This paper’s main content includes four parts, background of the “second pioneering”,major problems of the “second pioneering”, mechanism research of transformation of the“second pioneering” and the case study of East-Lake demonstration area in Wuhan.The first part summarizes the development of hi-tech zone in China and researchbackground of second pioneering. It emphasizes the importance of taking the historicalopportunity of international innovation industrial transfer, forming the good leadingdevelopment mechanism improving overall innovation system function are the key pointsto promoting second pioneering of hi-tech zone.The second part analyzes dilemma in the second pioneering of high-tech zones,points out the major problems of second pioneering in high-tech zones, such as weakeffect of innovation industry localization, innovation space extensive management,innovation cooperation underpowered and backward innovation incubation mechanism,etc.The third part systematic summarizes content structure and operation model of thetransformation mechanism of second pioneering in high-tech zones. It puts forward that "second pioneering" of the high-tech zone means from driving by leading industry chainsto driving by independent research and innovation manufacture of "innovation chain".Through the development way of "through innovation promoting transformation, throughtransformation driving innovation” realizes the development goals of industry upgradingand economic transformation in hi-tech zones.The fourth part takes Wuhan East-lake National Independent InnovationDemonstration Area as an example, using the research results, with the status quo andfoundation superiority, provides transformation way and concretes measures of secondpioneering in demonstration area.At last, the author expects providing meaningful reference to speed up the high-techzone "second pioneering" process by the research.
