| Urban infrastructure is the material base of the existence and development of thecity as well as the core of giving play to its efficiency. At present,the government fundappropriation in urban infrastructure is far from adequate,however,this problem is justsoloved by the model of using land bank to finance.The study on the cost control offinancing by land bank in urban infrastructure is beneficial in several ways: it helps thegovernment to monopolize the primary land market and standardize the market practices,to improve the value of state-owned land resources and ensure the increase ofstate-owned assets, and to obtain the fund-raising target of urban infrastructure andsmoothly implement the construction project.Firstly, this paper analyzed the feasibility of financing patterns of urbaninfrastructure with land bank and discussed the operational process of financing by landbank in Wuhan urban infrastructure. Then, aimed at the current situation, risk andpressure of the cost control of financing by land bank in China’s urban infrastructure, thepaper summarized the inefficiencies of cost control to be solved in this aspect. Finally,based on the explicit knowledge of the components of cost, this paper, through analysisand comparison with other calculating methods, put forward a method of using GreyMathematics Model to calculate the cost of financing by land bank, and of using thewhole process of cost control and strategic cost management method to dynamically andthoroughly assess the cost of financing by land bank so that the goal of land reserveprofits can be achieved. And also, this paper employed the Game Theory to analyze theact of the government and the subject of liability, and the Principal-Agent Theory toanalyze and build up between the government and the subject of liability the incentiveand restraint mechanism which is applied to engineering example to solve practicalengineering problems. This paper involves economics, game theory, civil engineering, management scienceand engineering and so on, analyzing the features and advantages of strategic cost controlas well as the theoretical scheme and practice of the incentive and restraint mechanism. Itis so realistically important that it not only promotes the further development of urbanfacility utilizing land bank bailout theory, but also pushes the process of urbanization. |
