The Empirical Research On The IT Infrastructure And IT Basic Application Governance

This study starts from IT infrastructure research in the IT governance framework,explores a better way in which enterprises manage their IT infrastructure and IT basicapplications.First we make a review on the research on IT infrastructure and analyze thepopular research framework and models, including CISR model of Peter Weill,ITILmodel, Resource-based view, SW-CMM and its derivative model ITIO-CMM. Wecompare these models and modify them according to the features of our study. Then weestablish our research model to discuss the IT infrastructure governance under currenttechnology and outsourcing conditions, and extend to IT basic applications. Finally weconduct an empirical research by questionaire survey.We find that firstly IT infrastructure and IT basic applications play animportant role in company operation, and get strong attention of managers andemployees. Second, as IT users, managers and employees hold the view that ITinfrastructure and IT basic applications are similar in features and their roles.Meanwhile, as software outsourcing services get more and more popular, ITbasic applications has become increasingly outsourced. In addition, the mainresponsibility of IT department of an organization is maintaining the operationof the current IT infrastructure and IT basic applications, instead of improvingthe competitive advantage of the organization. Last but not the least, ITinfrastructure and IT basic applications which are highly homogenized couldnot bring competitive advantage to organizations.In terms of academic researches, we have developed a new approach foranalyzing IT basic applications and IT infrastructure within the sameframework. In terms of practices, we explain reasons of status of organizationsand provides some derictional suggestions.
