Positive External View Of The Study On The Development Of Cultural Industry

In recent years, the state attaches great importance to the development of culturalindustry, introduced many strategic planning with macro-guiding significance. The SixthPlenary Session of its Seventeenth Central Committee of Chinese Communist Party putsforward that cultural industry will be the pillar industry of national economy, and propose thestrategic objective of building a powerful cultural country. Cultural industry will enter a newperiod of prosperity. cultural industry has positive externality, and its developing will bringhigh social value. But the producers of cultural products don’t get more extra value from themarket. So the optimizing utilization of cultural products market resources can’t be realizethrough the market regulation, and the cultural products don’t achieve the maximization ofsocial welfare. Starting with the basic theoretical research of positive externality, this papermakes a introduction of the theory’s origin, definition, types and impact, from the point ofview as market equilibrium and welfare maximization, analyzes the market inefficiencyresults that cause by positive externality. And on these basises, this paper analyzes threeelements that general positive externality, points out the problems brought by positiveexternalities. Responding to these problems, this paper proposes the treatment method to thepositive externality of cultural industry, from the angle of fiscal and taxation policies, legalchannels, market access and social way and makes recommendations to promote thedevelopment of cultural industry. To ensure that the basic theoretical research are scientific,this paper takes Qu Jiang new district---the first national cultural industry demonstrationzone as the example, lists the ways that how Qu Jiang control its positive externality in taxpolicy, industry cluster development, innovation and operational mechanisms, building publicplatform and so on, to ensure the rigor and accuracy of the research system and the results.
