With the continuous improvement of highway infrastructure construction, it willgradually enter into a stable development period. Highway development achieved remarkableresults,but at the same time some problems emerged: on the one hand the social and economichave make a great progress and people’s material standard of living improved, which alsobring some changes of transportation demand,the public have higher requirements of travelsecurity, comfort, convenience; on the other hand, the conflict between the constraints offunds and resource and the increasing highway damages,congestion, security issues,whichcaused by increasing traffic demand have become increasingly prominent.Compared tofreeway, the state and province trunk highway is more evident in terms of level of service, theservice concept and construction and maintenance funds and has been seriously laggingbehind.On the basis of research on the stage of highway construction and operationsmanagement developments at home and abroad,this paper analyze the connotation of highwayservice quality and the current situation of state and China’s province trunk highway.Tosolve the questions caused by mixed traffic, based on the tolerant design techniques and theexisting research results the paper propose roadside safety design, intersection improvement,road crossing town section improvement and urban and rural passenger stop design over thetown of the state and province trunk highway.Then it estimated investment performance ofhighway improvement by life cycle cost/benefit analysis. Developing models to calculate costconsist of initial construction cost,and maintenance costs,vehicle operating cost,travel timecost,travel safety cost,vehicle emission cost in operation stage. Based on the cost decrease thelife-cycle benefits are determined. Then the decision maker can choose the optimal projectaccording to the benefits and cost.At last the service quality improvement and investmentperformance estimate technology were applied to G324in HuiZhou.
