Research On The Trunk Highway Management System Reform Of Hebei Province

Since the founding of new China, the economy of Hebei province has achievedconsiderable development under the guidance of national policy, meanwhile, highwayconstruction has also made a spurt of progress especially since the1980s, the launch ofmotorway programs in Hebei province promoted a great-leap-forward development ofhighway construction. Nowadays, the construction of high grade highway，ordinary highwayand rural highway has been relatively perfect. Compared with the rapid development ofhighway construction, highway management system, has been controlled under the plannedeconomy and national traditional management constraints, represented as the software ofHebei highway construction, cannot adapt the needs of economy and social development.Therefore, it is crucial to solve the problems in highway management system, such asintegration of government administration with enterprise, imperfection of laws andregulations, organizational overlapping, overlapping functions, etc, and it is extremely urgentto establish and improve and perfect the highway management system.Highway Management System Reform is a systematic project of multiparty participationwith a variety of problems in policy improvement. This paper gives a policy discussion aboutthe reform of the management system of Hebei province, especially for the trunk highwaymanagement system issues by analyzing the comparison of experience of domestic andinternational highway management system. During the research, the author refers to therelevant documents of highway reform policy, reads pieces of work related to the reform ofhighway management system, and draws lessons of administrative experience fromdeveloped countries, especially from the United States, France, Japan, and makes deepresearch through comparative analysis in the paper. Furthermore, the idea of opening thereform of top level organization design put forward by the Ministry of Transport, turns on thereform of highway industry top level organization design of Hebei province, introduces theconstruction of two highway systems, transforms the development patterns of highwaymanagement, creates a service-oriented highway management model, and increasesinvestment in highway construction maintenance, highway administration, highway safety management and highway management information system, and accelerates the constructionof modern highway and transportation service system. On the whole, this paper makestheoretical exploration of the highway management model, and provides a theoreticalreference for the sound development of the reform of highway management system andhighway industry of Hebei province.
