The fast development of our country's highways has promoted the growth of the country's society economic, guided area estate layout and population distribution, perfected city and town system. But the development of the trunk highways of the state and province in the highway network is always falling behind the development of the other highways, especially when the express highway is developing very fast, the trunk highways of the state and province (not including the express highway)'s effect and position in the highway network changes everyday, and also, the fund that is devoted to the building of the trunk highways of the state and province is decreasing year by year. For adapting to the healthy development of our country's highway network, developing the highway network's overall functions, we should do systematic research to the building of the trunk highways of the state and province thoroughly.The main body of this book fix position on studies to the function allocation and investment and financing of the trunk highways of the state and province by the analysis to that the primary problems and relevance influencing factors that exist in the building of trunk highways in Shaanxi Province, try to reallocation the functions of the trunk highways, and then, strive to build an model of the trunk highway investment and financing on this basis.
