House price has become the main problems for modern city of China in recent years.The price of the house is increasingly rising while the disposable income of low-incomeresidents in urban cities is declining because of the inflation and other factors. Thelower-middle class residents in urban cities need not only to cope with the problem ofinflation, but also bear the burden of increasing mortgage. This undoubtedly makes thecontradictions between the income and housing prices be more acuter. So, China hasintroduced a number of related policies to solve the problems of rising prices includingthe introduction of guidance on the construction and management of affordable housingprojects, improving the financial input, land supply, credit support, tax reduction andexemption policies, improving the engineering quality level of the planning andconstruction, formulating the allocation of affordable housing, the management, and exitsystems. However, there has been a lot of controversy since the social security systemimplemented. There have been a lot of problems in the implementation process of thesystem, including narrow fund-raising channels. The huge funding gap is a majorproblem. The real estate market is an incomplete market and so it need for governmentmacro-control. Due to the particularity and importance of the affordable housing, allcountries see the housing problem as the major link of livelihood issues. The real estatemarket is an incomplete market and thus it needs for government macro-control. China’ssocial security system need to be further improved in some ways. So this article inintended to analyze the current system of affordable housing though the implementation,the problems, the gap forecast of affordable housing.Here social security housing is the main object of this thesis. This thesis mainlyfocuses on the status of the affordable housing and the existing gap between supply anddemand. Based on the above analysis, combined with the policies of developed countries,the thesis gives some policy recommendations to provide some comment and referencefor the government to strengthen social security housing.This thesis is divided into seven parts. The first part mainly introduces the background and the significance of the study. The second part analyzes the features andfunctions of the affordable housing using of the theory of market failure and public goods.The third part describes the current situation of China’s social security housing from bothsupply and demand aspect respectively and gives a detailed empirical analysis andforecast the gap between supply and demand of affordable housing. In the fourth part, theunderlying cause of the affordable housing shortfall is analyzed. The fifth part introducesthe foreign advanced experience of the social security housing. The sixth part putsforward some fiscal policy to solve the affordable housing gap on the basis of foreignsuccessful experience. The seventh part, also the last part of the article, put forward thesupporting measures to solve the problem of the affordable house.
