The Research On The Policy Of Affordable House Policy In Guangzhou

The Chinese public has been complaining about the high raising housing pricefor the past few years. Therefore, the government issued a series of policy measureto control the prices, such as “six national regulations”“eight nationalregulations”“eleven national regulations”“five new national regulations”.All the regulations intensify efforts to develop low-income housing, and the localgovernment is required to keep up with them. Guangzhou, known as the developed areaand the front line of Chinese reformation and opening, the government of which carriesout the principle of putting people first and administration for the people.Sheexplores and practices about the housing police to solve the housing problems.Basingon the current low-income housing sites, great impetus is given to the housingconstruction.Tough some progress has already been made, problems still exist.In this essay,the existing problems and reasons will be discussed through theresearch on the current performing status.It will also provide some countermeasuresfor the government to solve the existing problems in the process of industrializationand urbanization and make Guangzhou a better city.This essay is consist of six parts.The first part is introdution,which contentsthe background and the meaning of the research. And also, it introduces and analyzesthe research status at home and abroad through the references. The idea,structureand the original creation will be shown in this part. The second part is the summaryof the low-income policy in China,which will introduce the evolution and main contentof Chinese low-income housing policy. The third part is talking about empiricalinvestigation on the policy execution in Guangzhou. Research has been done to analyzethe meaning of housing policy execution in Guangzhou,the effects and the existingproblems. The fourth part will introduce the experience and inspiration of policyexecution at home and abroad, including New York, Tokyo,Hong Kong, Chongqing andShanghai.In the fifth part of the essay, some advice will be provided to promotethe efficiency of policy execution in Guangzhou.Some amendments should be done inClarifying the interest relationship，developing diverse executive subject, expanding financing channels, keeping up with the changing policy, creating newexecution methods, using scientific and reasonable plan, improving monitoringmechanism.
