The Research Into Agricultural Land Transfer Issue

Since ancient times, land has been the most fundamental means of production in China’srural areas. It has functions of increasing farmers’ income, meeting the need of countryemployment, providing social security and so on. Land issue is the most basic problem of“three rural” issues in China, and the land system is the most fundamental system of varioussystems in China’s rural areas. In the crucial stage of China’s reform and opening up in thecurrent, how to deepen the rural reform further is a significant issue that relates to the solutionof “three rural” issues, the realization of the grand goal of building a moderately prosperoussociety，and the development of socialism with Chinese characteristics.Agricultural land transfer is the innovation and development of household contractresponsibility system, remedies deep defects of this system, and has been widely implementedand arranged so far. Agricultural land transfer is the inevitable product of economicdevelopment on a certain stage, and is the objective requirement of realizing optimalallocation of factors of production. Since reform and opening up, as agricultural land transferundergoes the process from being banned to sprouting, being allowed and promoted legally,agricultural land transfer mode has gone through an evolution from simple to complex, fromelementary to advanced, from direct to indirect. Agricultural land transfer shows a certainscale gradually, a variety of transfer forms appear in various places, such as subcontract, lease,exchange, transfer, share cooperative, and some typical cases of leading innovation andgetting ahead spring up. But it must be recognized that China’s agricultural land transfer isstill at a low level. As self-improvement and innovation of the rural basic management system,it inevitably involves a series of problems including current policies, systems, mechanisms,ideas and thoughts of cadres and the masses and so on, and involves various deepcontradictions in the current rural land system, which creates major obstacles for increasingfarmers’ income, upgrading agriculture and developing rural economic. So it has become atop priority of China’s rural reform in the new era to regulate agricultural land transferbehavior and to promote agricultural land transfer legally and rationally.Based on this, this paper makes the situation of Xingtai County’s agricultural landtransfer of Xingtai City, Hebei Province as an example, analyzes its problems and reasons for them, puts forward recommendations on this basis, thus it finds some common, regular modes,behaviors and conclusions of China’s agricultural land transfer. It will provide implications toimprove China’s agricultural land transfer system to some extent.There are six chapters in this paper:Chapter one:“introduction”. It mainly introduces the background of writing, thesignificance of the study, research ideas, methods and innovations.Chapter two:“the theoretical basis of the agricultural land transfer study”.In this part,related concepts are defined, theories of property rights of Marx and the west, theories ofinstitutional change of Marx and the west, rational farmers hypotheses, theories of economiesof scale and theories of behavioral economics are generalized and sorted out, laying thetheoretical groundwork for the following study.Chapter three:“empirical research of Xingtai County’s agricultural land transfer”.Through research, it analyzes characteristics, problems and reasons for these problems ofXingtai County’s agricultural land transfer.Chapter four:“a comparative study of Xingtai County’s agricultural land transfer modewith major domestic land transfer modes”. It summarizes major domestic land transfer modes,compares Xingtai County’s agricultural land transfer mode with these modes, in order toprovide the basis for proposing solutions and suggestions below.Chapter five:“solutions and suggestions for reinforcing Xingtai County’s agriculturalland transfer”. It proposes solutions and suggestions for promoting Xingtai County’sagricultural land transfer from four aspects: stepping up publicity and guidance, intensifyingpolicy support, building a transfer platform, and strengthening organization and leadership.Chapter six:“some conclusions based on the study of Xingtai County’s agricultural landtransfer”. Based on the study of Xingtai County’s agricultural land transfer, it analyzescommon problems and reasons causing these problems in the process of agricultural landtransfer in China, summaries experience and draws inspiration in regard to agricultural landtransfer at last.
